So the Clippers are covering up the banners in the Staples Center

It's a little silly... like others are saying, it makes them look a little insecure or jealous.

Additionally, people go to the Staples Center to watch the game.  The only time you ever see the banners on TV is if the cameras focus on them.  I've been to the Staples Center a number of times, and the only time I ever really looked up at the banners was when I was bored during my girlfriend's graduation (FIDM has their graduation ceremony there).
