If we wanna talk badass I'd say that Bugsy Siegel has place at the top. He did the actual killing for Luciano and helped back up the rep of that whole syndicate movement.

of all the dudes i know about Roy Demeo seems to be the most evil ever.  He was never a boss or anything though.  He did some business with the Ice Man but ice man is a liar and exaggerated their relationship and even lied about being the one who wacked Demeo.
