Jome:
Interesting topic.. judging by the latest year and considering work rate & consistency:

West: Kendrick
Midwest: Royce Da 5'9''(PRhyme)
South: Big K.R.I.T.
East: Pusha T

Honorable mentions:

West: Clyde Carson, Crooked I, Ras Kass, Fashawn
East: Joey Badass, Jay Elec, Pharoahe Monch, Saigon, J.Cole
Midwest: Krayzie Bone, Lupe Fiasco, Tech N9ne, Common
South: ¡Mayday!, Z-Ro, Trae

To watch list (or "yet to prove themselves" for some): Tito Lopez, Raz Simone, Moe Green, Ab-Soul, Jay Rock, Isaiah Rashad, Ryan Bowers, Wrekonize, Kevin Gates, Cobe Obeah, Nipsey, Voli, etc..

Disclaimer:
Lists like these will always be colored by some sort of personal preference. I probably forgot some, left out some on purpose, gave up on some, and probably slept on some..
