first of all it's a 80s style in 2015 era.  It's about Gov't secret organization to kill off criminals by sending hunters, "Trappers" to kill them off...however one of the trappers realized the real truth which is to put fear onto innocents...so this trapper stole information and wanted to expose them...so now the hunters are hunting them by whatever necessary.
