There was supposed to be a second soundtrack for the "True Crime: Streets Of L.A." game, but it never dropped. Does anybody know why?

Nobody knows? The whole second soundtrack even leaked. Songs like "G'z Movin" (Tray Deee), "Gotta Get Away" (Lil Half Dead feat. Showtime), "Tha Truth" (Bad Azz, Jayo Felony, E-White & NONSTOP) and "T.R.U.E." (Pomona City Rydaz feat. Tray Deee) were on it.
