That beat they was listenin' to is from Fade Dogg's "Gangsta Lean".. how did Fade Dogg get that beat?

Who the hell is Fade Dogg? The beat is too fire for this dude. Also this beat sounds like something Hi-Tek would produce, and is that Bilal singing he hook? Sounds alot like him.
