Come on homie you are splitting hairs again...Yes the West had a resurgence from 99-2001... and when I say it died I’m obviously speaking metaphorically and using personification because rap is not a human being and can’t literally die as a human dies. It’s like the folk classic Don Mclean “American Pie” (who Pac was a fan of for making “Starry Night”) “The Day the Music Died”... the guy is making a song about the “the day the music died” so if music was literally dead it would impossible to make great music about music being dead if music was literally dead In fact when artists like Nas and Talib Kweli recorded their joints they were actually alluding to the Don Mclean classic
