Yes, you're absolutely right. The label released a single, the sales figures weren't up to par, and it was a cutoff. But it's such a good album; they should have promoted it properly.
And at the end of the day, the album is there, so just put it out.

Elektra back in the time before they were shut down. How many CDs were handed out? There must be an original CD somewhere.

it wasn't pressed it was a promo cd-r
which means it would be fairly easy to make a bootleg of
