Is Master P biting Dre?

I'm new to this site, but I got a question for all. I was listening to either concrete roots, or first round KO, and heard an old dre track called turn off the lights by I think Michelle?? But anyways, I recognized the beat right away. I'm 90% sure that Master P sampled that on his first commercial hit Ice Cream Man. So I checked up on that shit, and there wasn't any credit given to Dre. Did P just bite that shit, or did Dre bite it from someone else before P jacked him? Just curious.
