This is just paranoia on the part of the young people in America.  George Bush said last week

"There will be no draft as long as I am president". 

During the debate he said in his closing arguments

"I will have an all volunteer military"

and, recent 'draft' legislation introduced in the House of Representatives was started by 2 Democrats, one who voted against it after starting the legislation, and another who was trying to scare people into thinking the government is trying to enact a draft.  The resolution only had 2 votes for it, and the Senate majority leader refused to even hold a vote.
