After Area 51.. I haven't gotten it myself but my friend showed it to me.

Don Breezio:
area 51 is in the game? holy crap

Thirteen:
yeah and theother thing i hate about it is you can't use it on alot of missions... there's this one mission where you have to steal a helo and if you just fly in and try to take it, the doors are locked but the mission keeps going... so it really fucked me over

then there was anotherone where it had no effect, the people still spotted me somehow

other than that it's an easy way to get around
