Just put the .bsp file into Steam\Steamapps\youremail@youremail.com\Counter-Strike Source\cstrike\maps

Where´s the majority of the CSS players from?  I´m from my part am from Austria .. I play on austrian or german servers with good ping... I think UK servers have the best connection for all people from europe... *hopes the majority is from europe* lol   ;)
