Some Jay-Z tracks like "Jigga That Nigga", "Hey Papi" and some other are surely commercial tracks, made to burn up the airwaves and for getting played in clubs. But you can't call the artist Jay-Z pop. Just buy his albums (prioritize the first one), you'll see what a superior MC he really is...

What makes an artist "pop" ? Is it because of the beats the producers creates for those artists songs? Or is it because of the real talent and lyrical content in that artist's raps? If you listen to the Jay-Z album "The Dynasty: Roc La Familia", you could hardly categorize any song on there as pop-rap. If you listen to the Knoc-Turn'al promo, you won't find any tracks devoid of a "pop-rap" touch to it. Add the fact that Knoc-Turn'al is completely wack rapper, while Jay-Z is lyrically blessed, you'll see the difference... just listen to "Dead Presidents II", "22 Two's", "Feelin' It" etc. off his debut album.
