The 2002 World Cup counts the most
The 1998 World Cup counts 1/2
The 1994 World Cup counts 1/3 or 1/4

So I assume Holland missed a lot of pts because they werent in the 02 world cup

Probably. We were 4th in '98 though and were robbed by the referee :P

That doesn't make the seedings fair though.
