Counter-Strike players question??

I just got a new computer and brought counter-strike and hoe come it likes lags when i shoot and move my ping is low too. do i need a video graphic card or something?

type this in console..
(u bring up console when u press the ` key)

cl_cmdrate 101
cl_updaterate 101
rate 25000
fps_max 101

that should fix it up

thx im going to try that but in the source version i couldnt get to my console by pressing ` how do u do it in source??

in source(which isnt worth the magnetic field it requires to store it on a hard drive) u have to go to options > keyboard > advanced(at bottom) > click console thing

try going on a server which is in your part of the world

ya change your settings so the only servers that come up are where u are in the world.. and make sure the latency is under 100

i dont know about u guys.. but fuck when i get into a game its choppy as fuck.. takes like 3 mins to run smoothly... i usually start off 0-2 cuz of the choppyness...

i have to options for u either lower the quality of the graphics in the options of get a better video card. also in the console type developer 1. and fps max 9999999

damn man i tried all that console stuff man they changed alot of shit since '03 wtf. next i guess im gonna try to buy a better video card if that dont work. ii guess im gonna get 1.6 version. any body know whats the big difference between the two? like whats the big deal about source??

source requires a graphics card with at least direct X cd 9, if its not that its maybe the internet conenction.

source runs on the hl2 eninge(source engine),which isnt 7 years old like the one cs 1.6 runs on, 1.6 has superior gameplay compared to source, which is where it is at
