I wouldn't include those who are still classified as west coast producers even if they weren't born there, such as Jelly Roll and maybe Rick Rock....but what producers who definitely aren't considered west coast producers are the best at making west coast beats?
I would say..
-Lil Jon - Does hyphy beats just as good as everybody in the Bay other than Rick Rock..and makes beats with that 80s Funk/90s West Coast feel that still sound modern and dope as hell, such as "Play no games" and "Bitches ain't shit"
-Scott Storch - One of the architects of Dre 2001, but has continued to outdo most west coast producers when he does tracks for west coast artists...such as "That's my name" for Sly Boogy, "Git drunk" for Daz, "Why we thugs" for Ice Cube
-Jermaine Dupri - His old style was basically an offshoot of G-Funk, but in my opinion, did it better than a lot of the west coast producers did. Some of the tracks he did for Da Brat and Kris Kross second album (Some cut up, tonite's the nite, live and die for hip hop), along with some of his recent tracks were damn near amazing.

jermaines production on kriss kross album u mentioned was underrated in a bigg way i know plenty of west coast heads who ive played that for and there like daamn whats this when i play it for em ..
-
Hi-Tek can cook up some beats that have a West Coast vibe to it...
-
that guy who did Spur Of The Moment... LT something? i know i've heard some other, funky beats from him too...
Lil Jon got some real, west-coast sounding tracks, i.e. Play No Games and Bitches Aint Shit...

JD, Lil Jon, Storch, JR, Focus, Hi Tek. Come to think of it they are making better westcoast beats lately than other westcoast cats.

R tistic pretty much got my same list for the exact same reasons. Just Blaze gets an honorable mention though. He can be pretty bayish at times. And I think Fred Wreck is from Iran if that counts, and if that counts then Bosko (originally from Africa) is way up there.

Damn, I had no idea Bosko was born in Africa. I think most of us see Fred and Bosko as being west coast producers, because that's what they have based their careers on making, and that's when we first heard them doing music.

Just Blaze, Cool n Dre

jflexx? sam sneed hands down.

remembered some others:
Da Playboy Foundation (Oral Bee, Big Ice & Mr. Pimp-Lotion) - Norwegian... did i.e. the amazing What's Goin On w/ Frost, Baby Beesh & JT... they put out a compilation a couple of years ago, cop it if you find it! It's dope...
QDIII - Swedish/American
Polarbear - Swedish... did beats on Rbx' No Mercy, No Remorse, Shorty's Short Stories among others...very talented...
RagJ - Norwegian... signed to Florida-based Gangsta Island Records... got some real smooth g'funkish beats...

lol yea, i k now, just reaching to add to the list cause I couldnt really think of anybody else. lol. Oh, and i dont know if people consider Portland and Seattle the West Coast (even though it is) but just in case yall dont, Torrey Ward and Funk Daddy make some of the most mobbed out funk beats in rap. Just reaching even farther. sorry for that. lol
