Honestly on the westcoast and possibly in rap history who had a better 5 year span than Dj Quik from 95-2000? Not even singles produced just albums he put out or atleast did a bulk of the production on it goes
1995- Dj Quik-Safe&Sound
1997- Suga Free-The Street Gospel
1998- Dj Quik-Rhythm-al-ism
2000-2nd to none- Classic 220
Dj Quik-Balance and Options
Mausberg-Non-Fiction
Suga Free and Mausberg-The Konnectid Project
Then if you were to include songs like Heartz of Men,Let's Get Down,or Soak Me Baby I truly wonder from a quality and consistency standpoint what artist had a better "prime" in the industry

95 to 2000 is 6 years. So you'd need to either take out his classic 95 Safe+Sound or All of his great 2000 work. I'd have to agree and say Pac had a better 5 year span, based on 5 years.

Dre from 91 - 95 (yep, that's five years -- count it up ;D). His prime years. He had great productions prior to 91 but you could see he was still finding his footing in terms of a definitive sound and production technique. Plus, technology just got better and Dre eventually mastered his craft in his prime years. Once he went to Aftermath, imo, he gradually (very gradually but still noticeably) began declining. You can see it even in 2001, where the technique is immaculate but the artistry is lacking that special something that The Chronic had.
Honorable mention to The RZA in the mid-90s.

Man I didn't realize at first when I posted this that was 6 years ha but I think something has to be said for E-40 these last (6) years from 2010-2015 even tho it's more quantity than quality my dude has somehow put together 12+ albums in that time and managed to become more popular than he ever has been at the stage of his career that he's in...I mean he went from underground legend to house hold name already 20 years deep...don't get me wrong the formula has been repetitive chorus+features but still you think dude would run out of things to say ha...not the best but I'd give him a nod...

Honestly I'd take his work in 2000 over safe&sound that's a classic but 2000 production wise he was untouchable in my opinion I mean listen to the albums mentioned and its hard to take any other stance the dude was on it...Pac to me wasn't as appealing as he was later in his career back in his earlier works...it seemed like he was so awe inspiring based on the raw emotion he captured on record in his early days he seemed analytical,thought out later on he just said "this is me this is the real" and that's the work I adore the most....could you imagine a quik/pac album during those years both so on their game? Man...
