The video had them all in black scarfs around the eyes with Aids, and violence and other stuff written on.

From what I hear, it's called "What's going on".
Not sure, but that's what they tell me.

It's definitely called "What's Going On". There were two different videos, one where they only showed the typical scenes of the destroyed WTC, and one where they all had this black scarfs around the eyes, as you already said.

yea they origionally did it for aids i think then the wtc happenned and they did one for that.
the origional song by marvin gaye is so much better
