Can anybody tell me who Tech N9ne is talking about on "187 on a hook" from C-Bo & Brotha Lynch's Blocc Movement?

I think the same thing....i always forget to ask....but i dont know why for some reason i think hes talking about fat joe....he says something like "fuck don cartier"....fat joe calls himself don cartagena....he also says "40 watter woulda never done a song witcha if he woulda known the song was about me..." fat joe did a song with e-40 on the CHARLIE HUSTLE album and his verse seems likes hes speaking on somebody....but then again E-40 has done songs with many people so it could be anybody...

Tech N9ne's talking about Vell Bakardy from Kansas City. Vell Bakardy did a song with E-40 on his album Universal Game: The Big Boom Theory called Keep My Name Out Your Mouth.
