"Brake up to make up" is in the same place where "Chairmen of the Boards", "Oh my God", "Helter Skelter", "Not These Niggas Again", "Detox" and any other Dr. Dre involved project ends up, in the proposed album graveyard.

At some point after Dre dropped The Chronic him and Cube were on speaking terms again (Cube also appeared in the Let Me Ride video) they were talking about doing an album together called Helter Skelter which was supposed to be released on Death Row, in early 1994 Dre said that three songs were already done and the buzz started going later on that year rumors of a NWA reunion album also surfaced but Dre was still beefing with Eazy (hence the NWE joke; N****z Without Eazy) and Yella and Ren were still part of the Ruthless family so that wasn't gonna happen...
I think Suge was more interested in dropping the Above The Rim and Murder Was The Case soundtracks because of 2Pac and Snoop's murder trial respectively so the album didn't happen that year... It also didn't happen in '95 though people were still waiting for it to happen but I think Dre was already heading towards the exit by that time, The D.O.C. had already left Death Row and he stole the Helter Skelter name from Dre to use it for his own album that he put out by the end of that year in the meanwhile Cube said he didn't know if the project was gonna happen anytime soon as he was quite busy himself with his acting career...
The rest is history I guess... Pac joined Death Row in late '95 and he was Suge's main priority back then so the Helter Skelter project was definitely not gonna happen anytime soon... March 1996: Dre officially leaves Death Row...
So much for Helter Skelter...

"Brake up to make up" Snoop and Dre's album that was supposed to come out 5 years ago.
"Chairman of the Boards" Dre/Timbo album that was supposed to drop 4 years ago
"Oh my God" Was supposed to drop while Rakim was on aftermath, but Dre and Rakim had "creative differences", Rakim left and the album never came out
"Not These Niggas Again" This was supposed to be the name of the NWA reunion album. Dre, Ice Cube and MC Ren recorded a couple of songs in '99, one which appeared on the Next Friday soundtrack and the other one was on Ice Cube's Peace disk. This increased the buzz but alas the rumored album never dropped.
"Detox" We all know good and well it ain't dropping. We've been hearing about it for 3 years now.

wasn't it more like right after Tha Doggfather dropped?

Break Up to Make Up evolved into The Wash soundtrack but Snoop said that the project was never finished. That soundtrack was only supposed to have Dre/Snoop collabo songs on it. Dre and JD got into a little beef and Snoop defended JD and the rift between the 2 started (No Dre on PTCTBTB). Snoop pretty much lost interest in it and people asking him about it and he said "ask dr dre about it and tell him snoop is ready to do this".
-
Snoop called Dre a house nigga so I don't think it's gonna happen.
-
closest thing to a snoop/dre reunion we're gonna get is dre's involvement on Blue Carpet Treatment, and snoop's involvement on Detox.

I still don't understand why the fuck he would side with JD instead of Dre (or staying out of it). That's like if Jim Jones would've sided with Nas while he Cam was beefin with him.

when? where? why?

I think that was around the time Snoop started to get more vocal about dissin Suge. He expected everyone else that had been dissed by Suge to stand up for themselves. Now why it took Snoop so long to diss Suge I don't know but don't expect everyone else to follow your lead. JD was a easy target even when 2pac was alive so I agree Snoop could have stayed out of it and JD deserved any backlash saying he thought he was better than Dre and Timbo. I don't think there was anything wrong with JD saying that, but it was like he implied that their production and music was not up to par with his and for that he got served. Snoop should have stayed out of it, but that to me looks like what started Dre and Snoop not working together for a while.
