From what I understand, Notorious BIG got his name from another Biggie Smalls, who died before 2pac died, and this is who the song is dedicated to, supposedly.

Amazing song. Love that 2nd verse as you pointed out. Pac and Stretch sounded better together then anyone else Pac rapped with including The Outlawz. How crazy would it have been if Pac and Stretch wouldve made an album together? :o Their voices really complimented each other.
