how the fuck does Billboard pick the artists for the best rapper category? They had Lil Bow Wow, Lil Romeo, City High, and OutKast as the nominees. Outkast is the only one in the mix that can qualify as rap. City high is R&B/Pop, and Lil Bow wow and Lil Romeo had a couple hit songs. How do they get nominated and 2pac, Ja Rule, and Jay-Z, not get nominated. If it couldn't get any worse, Lil Romeo won. He had ONE FUCKIN song that was some sort of a hit, and that was the lone reason his album sold.
