It's not stealing or sampling, its called interpolation. 10 to 1 says there isn't a copy of the original out there as hi fi as the sound in dre's record. all those drums are new, the pianos most likely, and the horn too.

The trick to making a good beat, is finding a dope sample. I'm pretty sure the people who made this track go to Number 1 on itunes never heard the original, and couldnt give a fuck either
