Not everyone has Twitter, so what you do is do a search here: http://search.twitter.com/

If you want to access a person's Twitter page, then try typing their name all in one word, like: snoopdogg OR crookedi OR barackobama then click on their @snoopdogg link and it'll take you right to their page.

Also, if you just want to see what other people are saying about a certain person, just type in their name with spaces between their name like: Snoop Dogg OR Crooked I etc.
