In the song "Deja Vu" Eminem is talking about all his drug abuse, and then says something like, "now you know why it took 5 years to put out a fuckin album".
...if drug use kept artists from putting out albums then I don't think we would even have a music industry.

I actually agree with that. Ganja is the blessed herb, from God to man, "the healing of the nation"! Snoop's addiction has mainly only been with ganja.

Yep it's the potent cocktail of being addicted to uppers downers and painkillers though, these prescription drugs are usually far hazardous for your health than most illegal drugs, especially when you become addicted to them.

Yea, the reason why he didn't put out an album is not just because of the drug abuse, but also because he wanted to get clean (well the second time around)..
His first 3-4 album were done on drugs, so it's not that he can't, but he just wanted to quit..

The real reason it took him 5 years to put out the album is that all the tracks he was laying down in the studio came out wack. He pretty much admits that, when he was asked if he did songs about Proof and he said something like, "Yeah, I did, but none of them came out the way I wanted them to". That's basically an artists way of saying his shit is wack.
