They were the 4th best in the league last year.  With the addition of Haynesworth and Orakpo (who has been already drawing double teams in preseason) they will force more turnovers which was the only thing holding them back last year.

Capital Defense is back.

That's a question I proudly can't answer because I am glad it was like that LOL! And it will continue to be like that. The answer I would presume is a great d coordinator (now Det. coach), a great d-line coach, a lot of d-line depth and a great DB coach (who is now the d coordinator)

The Giants offered him a shit ton of money as well.  I'd rather have them spend money than not do shit like Bidwell did to the Cards for years.
