This is what hip hop needs, a nice sampled beat and a rapper who just kills it in about 3 minutes. As well as the video which is so 90's imo and it gives you a good feelin. Toones and Kurupt should work together more often, I remember that Gangbang Muzik with him and Soopafly which was just insane and they shot a dope video as well.

Well, people who don't know the tracklist aren't aware of this not being on the advertised product. They see a dope video and get information on a new album dropping by the rapper that just murdered this track.
The reason may be, that he didn't want that Crazy Toones intro on his album but Toones may ask for that. So they only put it on his tape.

I agree with you though, this should definetely be on the album. I can't think of Kurupt having a better delivery on his whole album as on this crazy track right now.
