i agree the vocal-tone is DISTINCTLY different, it very well should be Dre anyways. :D
also the fact that Bishop even mentions Dre by name on the track leads me to believe that it is in fact him.

Bishop has vocal talent. I can point to a handful of tracks where he's demonstrated it. But, i think that's the problem it's a handful. So, I don't know if he just released the material which his "lazy, i don't give a fuck" flow or if that's his just his general preference of an MC or if he occasionally has a great moments vocally.
Most of his free material has a lazier flow and a lot of it's about his hatred for modern day hip-hop.
