Most of the famed r&b acts of the 90's either come from the East or the South : Mary J, Jodeci, Boyz II Men, BBD, TLC, Keith Sweat etc.
not matching in terms of quantity, there were some dope r&b artists to come out the west who started in the 80's and thrived (musically but not necessarily commercially) in the 90's (Tony Toni Tone, Montell Jordan) , some were criminally slept on : Troop, Po Broke N Lonely, DRS (not that slept on since they went gold or platinum but nobody seems to remember them nowadays), YNV, Shello, Eboni Forster. who do you prefer ? contribute by adding some of your favorite songs / artists
Po Broke N Lonely : group headed by Chris The Glove Taylor, their album on Ruthless was produced by The Glove & Dr Dre, and Ruben "RC" had a nice voice. Their mid 90's album was great as well but was never properly released

Poppa Lq aka Laquan when he was an R&B artist (late 80's)

I forgot to mention Christion, dope group from Oakland 8) once signed to Def Jam. I like their Full of Smoke song, and their album was alright but didn't totally live up to this single. Anthony Allen later resurfaced with Freeway's Alright (his solo take of the song was dope, ala LV's Gangsta's Paradise)
I did not include Nate Dogg, Bo Roc and other hooksters cause I consider them mainly gangsta rap but LV's solo albums are very good, especially I am LV and a very traditional R&B feel to it. I didn't include Danny Boy because he's from Chicago originally.
TQ's first album is a personal classic to me, too 8)

PBL album was very good, with classic New Jack Swing RnB songs like "Your Eyes", "The Sex Is On" or "I'm Gonna Love You Just A Little More, Baby"
recorded during the very first days of GodFather Ent / Death Row Records, The Glove produced all the tracks when Dr Dre was just the executive producer.

Reel Tight is the shit, I included their songs in my top 90's in the outbound section, but as you said they're not from Cali.
They never saw me coming is classic indeed, and the title is fitting, dude comes out of nowhere to drop a classic produced by Mike Mosley and Jazze Pha.
