So what's this guy's story? I always dugg his vocal tone and way of rapping. He has been on a number of significant projects (Murder Was the Case, Return of the Regulator, Bones Soundtrack, Above the Rim, All Eyez on Me, Eastsidaz etc.). Heck, dude even worked with NWA in the early days.

He's always an entertaining listen, great rapping voice like you say, just doesn't have a ton of material behind him.
Dubcnn recently did an interview with CPO and he said he'd be putting out a new album in the future.

He had a nice spot on the NWA album, I could see him doing more shit like that. Be sort of like what Ital Joe was to Death Row. He could play that role, but I can't see him carrying whole songs and albums. Just spot duty.

I think To Hell and Black is one of the most underrated westcoast albums, there arent many albums from that period as good lyrically

Good stuff, didn't know that Boss Hogg actually started out in the group CPO (with DJ Train and Young D), in which Boss Hogg was called Lil Nation. Later he would go on to use the name CPO for himself, later sticking to just Boss Hogg.
CPO (the group) released a record in 1990 with some production from MC Ren called to Hell and Black. Here is the track listing:
