I mean I wouldn't say that album as a whole sounds west coast but if you look back at Gibbs' other projects he always has some west coast production and features on a song or two

love his tracks with Dom Kennedy

I said nothing about Madlib and nothing about the beat. Gibbs is from Indiana and made a tribute to the westcoast.
