"best" is a pretty vague term, what do you mean by best ? The most skilful ? The best lyricist ? The most well rounded ? The best discography ? The most consistent ? The one who had the biggest impact in the rap game ?
I think 2pac is the most well-rounded artist. If we are to leave 2pac of the top, I'd say E-40 based on his skills and lyricism. Impact wise I'd say both E-40 and Too $hort (of course if we don't count 2pac)

to be fair 2pac can't be really attached to a single place since he moved a lot. he's not your typical LA rapper nor is your typical bay rapper, he's larger than life.
he did rep the bay on multiple occasions on wax though, more so than LA which he embraced later in his career (despite hanging out in LA earlier with Syke's posse).

Spice 1 is hella dope but is too one dimensional, and Mac Dre has a strong presence on the mic and great charisma and slang for days but none of them possess the originality, versatility, lyricism and technical abilities that E-40 has. If you compare E-40's early 90's track to whatever was coming out at that time it sounds so advanced and modern rapwise it's ridiculous.

e40 is more like the snoop of the bay...mac dre was a larger than life icon (though not as commercially successful, his "legend" is greater) who blew up even bigger once he passed away. they got mac dre tshirts, bobble heads, masks, etc. if u ever been in the bay, youd see just how popular the legend of mac dre has grown....u still got cats who never met the guy tryna eat off that by stamping "mac dre presents..." etc all over their products. the furley ghost lives.
