We hold the exact wording here. Seems feasible. This seems to be Posse Comitatus worthy but not the exact case therein of but military cooperation extended. What he's saying is hand over military gear to SWAT Teams, refund officers for money used while on the job, enable the COPS Program through the DOJ, make law enforcement superiors more accountable to regular cops and police - such as Sheriff's and Prosecutors for when cops are wrongly or rightfully accused of a crime, and other such measures.
