well I havent heard outkast's album.... but obie's is pretty cool except for the fact that he tries too hard to make everything rhyme and makes it hard to understand at times

Get Nappy Roots' Wooden Leather.
Bought it a week ago and haven't played anything since. It's been literally years since I got an album I enjoyed so much that I didn't listen to anything else for that long, but with this one I get a new favourite track each time.
('Roll Again' atm in case anyone's interested ;))
Haven't actually copped Obie or Kast so shouldn't really comment, but from hearing them on the headphones in record stores, Nappy shit all over both...

Haven't heard all of Outkast, so I guess I'm kinda biased when I say Obie. But what I have heard of Outkast didn't seem as good as Obie's album (or then I just couldn't get into it. But like some wise dude here said a while back, "I want to have music that I like immediately, without having it grow on me first" or something like that.)
But Obie's album is off the hook. He sure can rap, the production is top notch (with one or two average cuts though) and the guests he has are all superb, especially Eminem. He spits like mad on the songs he's on.
