Party and Dance With Me are the same track. And its Kokane who says the "Snoop and Marvin, Marvin and Snoopy" bit.
He probably got them off a promo 12" or something, Erick Sermon got the vocals for Music when they released the accapella on the b side of a 12" to promote Marvin Gaye's Greatest Hits.

The connection's probably Kokane. Kokane's daddy was a writer for Motown, and wrote "Just my Imagination" for the Temptations. Kokane's probably down with some of the guys at Motown, which of course was Marvin's label. He probably knew a producer or somebody at Motown who had some old unreleased Marvin Gaye laying around he wanted to sell to make some money or something, and Snoop dropped a little cash.
