dunno about westcast, but if you from the U.K. you should check out:

Ringtone Nation (http://www.ringtonenation.com/polyphonicringtones/free/index.php) - Free polyphonic ringtones.
Free Ringtones free logos (http://www.free-ringtones-free-logos.com/)Like it says, better for older phones.
Estato (http://www.esato.com/) Great for color backgrounds, even upload your own.
