your going to have to pay for it. also if you dont host your own site, which you most likely cant, then youll have to pay for someone to host your site. so basically your gonna have to pay for the domain(www.123.com) and for webhosting. these things arent really expensive, but they do have costs.
so basically if you dont wanna pay ur gonna have to use geocities, or something close to that,

GeoCities is not bad good for starting, use their pagebuilder.
Check your internet provider they might have one for you.

Yea if your isp has webspace you can use that, but you wont get the adress you want. for example.
