From a Koreano on doggystyle records forum:
"Snoop's new song 'Hey You' from da latest album
Snoop Dogg Presents Doggy Style Allstars...
... is a copied song from the Korean rapper
Joosuc's song named 'Geh-Sun 2002' from the album
Welcome to the Infected Area released by Master Plan 2002 7.15
Joosuc recorded his song early this spring
and Snoop...? You decide
Whatever excuses are, it's a shame
and I'd like to hear what Snoop has got to say
Since Snoop's a respected rapper
I got disappointed so much this time..."
This is the song:

Snoop just sampled the beat from an old 70's song. Same with the Korean guy, and many other songs that have that beat. So Snoop didnt jack it from the Korean dude
-
it's called sampling....so chill.....no need to get upset
theres 12764386483 rappers out there that do the same thing
