And I mean production-wise, lyrics, style, etc...
My choice: The Relativez
---> All 3 of their albums have some consistency. They always bring a mix of songs for the streets & for the ladies...which I like. Their beats are banging (thanks to Rush most of the time) & their lyrics are also good.

I can't think of anyone else honestly. Even my favorite rappers have disappointed me (ahem Ice Cube Peace Disk ahem)

Most of my favorites have been in the game for more than 5 albums which is a LONG time, which means there's a greater possibility to fail/dissappoint. I'd like to say Dr. Dre, unless we're counting that Aftermath start-up album. I know that its a compilation but it had Dre's handprints all over it. UGK hasn't really let me down yet and Devin has had three solid albums also. I guess I expect some hard shit to come out of the West coast which ultimately leads me to be let down. Guess I need to lower my expectations. However, in some non-rap related news every one of Rage against the Machine's albums STILL gets major rotation around my neck of the woods.

e-40 & above the law....
-
Dr. Dre
Kurupt (his every album is dope)
Cypress Hill (their every album are dope)
-
To me, it seems that most artists fall off after a while. Redman got a bunch of great albums, but he hasn't done anything decent since 2000. Cypress Hill fell the fuck off after 1999. Tha Liks dropped some weak stuff with XO Experience. De La Soul has been doing disappointing shit after 1993.
I guess the only ones that deserve to be mentioned imo, are:
Dr. Dre
N.W.A
Eazy-E
A Tribe Called Quest (I haven't heard every single one of their albums, I still need to check out their newest one, but all of what I've heard of them was dope as fuck)
Extince
Devin the Dude
'n that's it...
