Both, He was Tupac Shakur the son of the Panthers and he was vocal about it. He showed the signs of growing into a strong vocal leader and he had already gained the ears of millions through his music and had already been active in the streets with helping the community. The FBI don't do a half ass job and if Pac showed signs of being a threat as a Panther seed growing into maturity, they'd mos def snuff it out.
Hoover and the FBI did the Panthers dirty all the way up into the 80's. You'd think they stop in the 90's

I agree, although I think that his signing with Death Row took away the seriousness of his vocal leadership qualities in return for commercial success, but good point

Pac wasn't a Panther, no one denies that, but you didn't have to be a direct member of the group to be on the radar. Every active seed of the Panthers is known by the government. If you're born to Panther parents and decide to get active in politics, etc even a little, you'll be taken notice of in a heart beat. That's just how the FBI works. Martin and Malcolm's kids were also listed by the FBI for surveillance

Martin and Malcolm were major historical figures in the Civil Rights movement. The Black Panthers were a group with thousands of members. I don't think it's the same. I think people buy into the "government killed Pac because he was a Black Panther and they were scared of his movement" theory because it's a more romantic notion than some of the others floating around. I mean, they could have been watching him because his mom was a black Panther or it could have been because he was rolling with Death Row who were rumored to have ties to drug money and gangs. Who knows? In Pac's day, the "hip-hop police" were less commonly-known than they are now.

Hip-Hop police are minor nobodies. Former Panthers will tell you, any relation to the Panthers was enough to get you on the radar. Get active enough and you go from being on the radar to being under surveillance. Pac went beyond hip-hop police, but not enough for the FBI to even be concerned enough to kill him. You don't have to be as big as Martin and Malcolm to be watched, they'll know who you are before you blow up.
