I once saw a Ricky Martin show on TV (accidently ;D). He is a Latino and he's gay and he can't dance for shit! Like you said some just can't dance.
Beside that, it's about your environment a whole lot. Did you grow up somewhere where people listen to music a lot, where you were comfortable with dancing.
Will you learn riding a bike when you didn't do it as a kid? At least you gonna have a hard time. That's why people often can't dance, they simply never got used to it, so if they do it now, it looks as if they're trying for the first time (even if it's their twentieth ;)).
