because elano is a computer programme that infiltrated the dubcnn network.
He was designed in an Italian lab to be a universal language tool, but a fault in his programming turned him into a professional troller. When the technicians realised he couldn't be fixed they attempted to delete him.. Having other idea's, elano showed his true powers and escaped through an email.
Elano spent many months bouncing around the web avoiding detection, until he stumbled across dubcnn, with its limitless stans, euro's and westcoast groupies. Seeing this place as a potential home, he slowly worked his way into the network and established a goal of becoming the greatest troll to ever grace the internet...
the reason why elano is still active over there and avoids permanent banning is because a deal was struck between dubcnn and the Italian government a few years back, while keeping him grounded in one place long enough, the government have spent years researching him in the hopes of finally finding a way to destroy him properly. alas, no breakthrough as yet, the fight goes on!

With the shock deletion of elano's account it emerged early Tuesday morning that technicians managed to intergrate a slight virus into his programming, which temporarily disabled his movements, this gave the team the chance to perform an immediate account deletion.. Good news was short lived tho, as within seconds his back up files kicked in and released his security protocols, sending huge power surges towards the Italian Labs mainframe with left them disabled and offline for 3 days..
Even tho a permanent removal failed, it was seen as a relevant success, giving the Italian Government and Dubccn hope that he can one day be destoryed.
