Snoop got(or had) the best voice hands down. No one can touch the flow or sound anything like Snoop when he puts it down. Coming close is Biggie, Method Man and Slick Rick

I'd say the most distinctive voice in hip-hop is 2Pac for me, I also think he had one of the most powerful voices in hip-hop, I mean he makes you, or atleast he makes me want to listen to the words through his voice/flow. I feel his voice carried the beat not the other way around which is rare I think.
I'd also say this for Ice Cube, I feel he has a powerful voice.

I guess it sounds more credible/doper when a rapper has a deep voice, and preferrably not too dark, because that just sounds funny, like CPO or Mystikal..
One of the skits on "Malpractice" is a good example, ppl with light voices isn't supposed to rap, it sounds like a parody & comedy.
And the voice isn't what makes Snoop, it's his flow..

For me no doubt about it... Big Snoopy Dogg... shit his voice/flow is just to "smooth" ;D... especially in his earlier dayz...

Somethin' like that. Biggie's to me was just amazing, he sounded so damn dope. He used it great with his flow, too, like he knew how to pause to make the flow work "I done smoked wit -tha-best-of-em.... shot at tha-rest-of-um, ... was about a hundred-or-more.................... maybe less-of-um"

This one is too Eazy... Eazy as Eazy E (crickets are heard after that bad joke.) Anyways, it seems that Eazy E could sell with his child like voice.

I'm not too sure about a #1 for me.
Considering thier voice when rapping I think Rakim, Biggie and Nas. I think thier voices just fit well with thier delivery & flow and mesh perfectly. Slick Rick and Q-Tip have cool, orginal voices. Guys like Lord Have Mercy have cool sounding voices but I don't think I could take a whole album from him. I think he's better suited in a group.

as far as vocals go, NAS has got to have the most effective voice, I mean his ILL ASS smooth vocals got his ass not once out of gettin exposed, simply by distructing with it's dopeness from all kinds of weaknesses some of his material had.
