From my research;
It goes back to the industry creating the so called "super producer". It was a concept that one group of producers (who the label controlled) were better than others and thus could demand more money for production. Regardless of the level of talent. I say that because a producer at that level has a vast amount of music being sent to them from up and coming artist looking to get their foot in the door as well as the labels marketing/promotion to make whatever music the super producer turns in pop.
In more modern times industry Producers (many of which became obsolete in the digital era) tried to separate and prop themselves up above musicians who make music at home or via software. This idea has caught on to the point where making the beat is some how separate from production and the term beat maker is almost derogatory in the producer/beat maker context.

to me, only helping re recording verses doesnt count production, if you produce the song from bottom to top and you also direct the artist how to record his vocals, yeah that counts apart of the whole production.

i doubt that’s the only thing he did.. if the song was already done and they went back for dre to put his fingerprints on it because he heard it different, best believe things were altered from a production standpoint.
