When did this become a Wu Tang Production?

Champ MC - Ghetto Flava

This was supposed to drop on East/West Records back in 1995.  This was one of the first attempts at an album with side one: EAST and side two: WEST.  Tony Dofat who did alot of production with Uptown Records (Heavy D) handled the EAST side and the Legendary, EA Ski handled the WEST.

Only a few promos got pressed and I was lucky enough to find one.  I do not recall The RZA'z name or Wu Tang even mentioned anywhere in the credits.  Why'd you put Champ on the list..??  Thx.
