I think good lyrics can sound great even without any instrumentals... So I say good rappers are more important.

Without a rapper...a beat is OK...

From my experience, with a Rapper...a beat transforms into a smash..in my opinion, it's really the rapper that makes a beat. It is their vision, or in some cases the producers vision of the rappers delivery that turns a beat into BANGER

Real producer watching over the "project" (Premier, RZA, Dre etc.) is the most important thing. They can get average rappers to sound good.
