Caught on Tape: Police Car Slams Into Fleeing Suspect-
Santa Ana Police Department Investigating Excessive Force

SANTA ANA, Sept. 13, 2007 (KABC-TV) - A police chase in Santa Ana comes to a screeching halt as the patrol car hits a suspect then slams into a concrete fence.

The incident was all caught on tape, and now the officer's actions are being called into question.

The video shot by CelebrityBabylon.com shows the Santa Ana police officer racing though a parking lot at high speeds slamming into a concrete wall hitting the suspect. The suspect only had minor injuries. The video shows the officer get out of the patrol car and ask the suspect if he is alright. The suspect was allegedly wielding a knife and hit somebody in the head with a full beer can.

When the officer notices that he is being taped, he tells the man behind the camera, who does not want to be identified, to stop filming and then grabs the lens.

The cameraman, who did not want to be identified, disagrees with how the police officer handled the situation.

"There's a little box that encases the lens, hands around the box, down fast, which I didn't appreciate," says the paparazzo, who filmed the incident.

Police say that the cameraman was very helpful. He left the scene and returned with a copy of the video for police.

"He came back on his own and gave us a copy. He was never arrested or detained and was never intimidated at any point. He fully cooperated on his own," says Cpl. Jose Gonzalez, Santa Ana Police Department.

An investigation is underway to determine if the crash is a case of excessive force or an accident. Police say that the injured suspect, 19-year-old Jose Candilla Guzman, is a known gang member who had threatened two people with the knife.

"Also threatened them and stated that he had a gun on him. And he actually physically assaulted another individual with a full beer can causing a head injury," says Cpl. Jose Gonzalez.

Police are charging the suspect with assault with a deadly weapon. He was taken to a local hospital and was treated for minor injuries.

A media attorney tells Eyewitness News that anybody in a public place has the right to film video as long as it is being done from a reasonable distance.
