Fallen Firefighter Identified As 25-Year Veteran Bob Leek

A firefighter died Sunday after he was found without vital signs near the site of a massive propane explosion in northwest Toronto.

The firefighter was transported to hospital from the scene near Keele and Wilson after he was reportedly discovered by a colleague in the early morning hours. He's been identified as 55-year-old Bob Leek, a district chief of emergency planning.

The cause of Leek's death can't officially be known until an autopsy is completed. Division Chief David Sheen described Leek as a 25-year veteran of the department.

"Toronto fire services regrets to announce that this afternoon, we lost one of our firefighters on the scene," Sheen confirmed, choking back tears. "It was just in the course of him performing some operations that he went down.

"Every effort was made to resuscitate him, and we are certainly very thankful to Toronto EMS for doing an outstanding job to help news that respect ... I'm sure that all of our guys are having a rough time with it."

Fire Chief William Stewart quickly expressed his sorrow at the department's loss.

"Bob was a dedicated member of the Toronto Fire Services. His contribution to public safety and emergency planning was in the interests of the citizens of Toronto," the Chief stated. "Bob will be missed by the members of the Service. On behalf of all members, I offer our condolences to the Leek family on this tragic loss."

Meanwhile, Ontario Fire Marshal Patrick Burke shed only a sliver of light on the circumstances as he understood them.

"The preliminary information that I have is that he was performing a support role and he was out surveying some of the damage that was caused by the initial blast," he said.

"He was found by other emergency workers that were throughout."

Premier Dalton McGuinty also offered his sympathies following news of the loss, releasing the following statement: "Bob Leek is a true Ontario hero. When others were being evacuated from a dangerous situation, he rushed towards it so that lives could be saved."

The blast at Sunrise Propane Industrial Gases shortly before 4am Sunday shook surrounding buildings and its thunderous roar was heard seven kilometres away.

A large section of the neighbourhood where as many as 12,000 people live was being evacuated while firefighters continued to battle the blaze. The evacuation order was lifted at 8pm and residents began receiving instructions on how to return to their homes in an orderly fashion.

Yorkdale Shopping Centre, where some displaced residents had been sent in the morning, was also evacuated shortly after 2:40pm, although police insist that wasn't their call and may have come from mall security.

Transit service to the area was resumed, but Canada's busiest highway, the 401, was shut down as was Highway 400 which carries people to and from Ontario's cottage country.

It was the largest such shutdown in the 401's history.

A partial no-fly zone was established in the air.

Thousands of residents were shaken awake by the thunderous sound of explosions at the propane plant that lit up the early morning sky in vivid orange fire balls.

It was a frightening scene that one woman likened to the end of the world and a soldier said reminded him of the smells and sights of war.

Thousands in the 1.6-kilometre radius of the plant were ordered out of their homes by police on bull horns.

But with only a handful of people reporting minor injuries despite a raging heat that scorched a large swath of the neighbourhood, one fire official said the city's residents "got off very lucky."

"There was a very, very large amount of fire when we arrived and the extent of the explosion, if the blast was heard as far away as it was, could have been much more serious," said Division Commander Bob O'Hallarn.

"Hopefully we won't find that there are a lot of people missing or injured but so far it looks like we got off very lucky." He made the comments before the firefighter was reported without vital signs.

Police said eight people had minor injuries and one person -- a worker at the plant -- was unaccounted for.

"The person who we described as being unaccounted for, I believe, is someone who was an employee of the business where the explosion took place," said Sgt. Mark Pugash of Toronto Police. "So, efforts continue to try to track down that person."

Other residents drove themselves to hospital reporting respiratory  problems.

Officials at first feared the air had turned toxic, but air quality tests later in the day showed the explosion did not in fact produce toxins.

Police spent the day urging people to leave the hot spot and take shelter in nearby York University.

Some people raced out of their homes still wearing their pyjamas, grabbing only their loved ones and pets. Others piled into cars to drive out of the area to the safety of the homes of friends.

O'Hallarn said officials want to get people back home as soon as possible.

"I certainly don't think it will be days, I think it will be hours," he said at a news conference held before noon.

"But that all depends on what we run into. If we run into some more problems or problems that we don't see now, then it could be longer."

The pre-dawn blasts set off a chaotic scene with terrified residents running from homes damaged by fire and shattered glass.

Emergency crews had been fearful of another explosion as two railway tanks continued to burn more than six hours after the explosion. The tanks have the capacity to hold up to 220,000 litres of propane, although officials said they believed they were not full.

By noon, they seemed under control.

One by one, witnesses recalled the booming noise, acrid charcoal smell and electric light of the blasts.

"It was just a tremendous explosion and blew all the windows out of the house, just blew the house up, and I just managed to get out of there in time," said Robert Halman, who was covered in cuts and bruises as he fled his home.

Halman said he saw a "huge fireball" and heard "multiple explosions," and, as he ran out of his house, a "wave of a heat" was not far behind.
