nah i disagree,
Toones produced maybe 10-15 songs at most in his career. considered to be a  DJ/scratcher.. not active at all (did some scratches on a Kokane-mixtape a year ago tho). but he is very dope at what he does

Well for me he produced one of the dopest West Coast albums of the year......but, he's not that well proven like you said. Far from top 10...but one to watch for.

i'll give you a top 8.  alot of the good beats that've come from the better producers over there who only do in-house producing or only 1-2 beats.
