Once Banned, always banned, that's why he bans him over and over again.  He banned him once, and never told him he could come back, so everytime he shows up, it's the principle of the thing.  It doesn't matter how nice he is now, if Overseer let him hang around without banning him, it would be like saying "Oh, If I ban you, just sign back up, I won't do anything about it".  It's the message it sends, people have to stand for principles or you'll fall for anything.
